A Competency Development Schedule and industry recommended Training Program has been developed for the Certificate III in Electrotechnology Systems Electrician apprenticeship. Registered Training Organisations (RTOs) can use the Schedule to manage and determine their respective delivery arrangements for training and assessment.

It should be noted that Electrical Regulatory requirements in each state/territory only permit electrical work to be carried out by licensed Electrical Workers or, those in approved Apprenticeship Training Programs. In developing the industry recommended apprenticeship Training Program for the Certificate III in Electrotechnology Systems Electrician qualification, which is intended to provide an electrical (Electrician) licensed outcome, care has been given to incorporating all the requirements enunciated by the Electrical Regulatory Authorities Council (ERAC) in their policy of 1 July 2001.

These are the:

    “Essential Performance Capability Requirements for Electricians” and
    “Electrical Systems Safety/capstone assessment test”

A copy of the Policy requirements can be obtained from Electrical Licensing Authorities or EE-Oz Training Standards.

To be confirmed competent by an RTO in all of the Units of competency making up the Certificate III in Electrotechnology Systems Electrician qualification, a leaner/apprentice is required to:

  successfully complete all of the off-the-job component (knowledge and skills modules) of industry recommended Technical training utilising a graded assessment system that is percentile based, and
  demonstrate across a specified Range of equipment, tools, standards, processes, procedures and experiences sufficient practice in the workplace for the on-the-job component (typically utilising the industry preferred Profiling system, such as eProfiling), and
  succesfully complete the module NUE505A Electrical Safety Systems assessment test.

Note:

Entry to NUE505A requires that RTOs have assured the prerequisites of NUE505B Electrical Systems Safety – Monitoring Competency Development have been met.

The EE-Oz Training Standards industry recommended Training Program for the Certificate III in Electrotechnology Systems Electrician has been designed such that:

  it is educationally sound
  it is appropriate for the industry context
  it is relevant to the performance of work in the Electrotechnology industry
  it directly supports development against the units of competency making up the qualification
  it is delivered under the auspices of an Apprenticeship, which complies with respective State Training Authority (STA) apprenticeship requirements
  it meets ERAC’s requirements, and
  successfully completing the program and achieving all of the Units of competency and attaining the qualification, entitles an individual to become eligible to apply for an Electrical (Electrician’s) License with the relevant State/Territory Licensing Authority.

In addition to the Competency Development Schedule, the following relevant information for respective stakeholders is included below:

  Overview Brochure for RTOs
  A3 flow chart of Training Program (National Module Structure)
  Unit to ERAC requirements alignment document
  Learning outcomes to ERAC requirements alignment document
  Model Orientation Program Teacher/Student Workbook for UTE99 - 311
  Current Core K&S Modules and their Previous Equivalence
  Learner/Trainee Workbook - Workplace Experience Gathering (Induction) Manual

To assist RTOs further in developing their respective training and assessment regimes the following resources listed within the Electrotech section website, are available:

  Module Maps - Certificate III in Electrotechnology Systems Electrician
  NUE Modules Descriptors (Knowledge and Skills Modules)
  NUE 505A Electrical Safety Systems Module Test Guide - Resource
  NMEC Modules Descriptors (Knowledge and Skills Modules)
  NEWP Modules Descriptors (Work Performance Modules)

NUE505A Electrical Systems Safety Module

The Certificate III in Electrotechnology Module, NUE505A Electrical Systems Safety Assessment Guide has been produced for use by Registered Training Organisations (RTOs) utilising the EE-Oz Training Standards Competency Development Schedule and related Training Program. The Assessment Guide should be read in conjunction with these documents. For those wishing to utilise the resource please find attached the NUE 505A Assessment Guide.

The Guide outlines:

  the intention of the module
  the scope of the assessment, and
  advice on designing and managing assessment activities.

Also, included in the Guide are appendices with a table of specification sample tests covering the scope of assessment for the module. Initially, training/assessment providers are free to use these tests, however it is expected that they will proceed to develop new tests based on the same table of specifications criteria for subsequent assessment events. EE-Oz Training Standards will investigate the possibility of developing an on-going Assessment Item Bank from which these tests could be developed in the future.

The Guide is an eight part Resource and two of the eight have been included on this website as a taster of the information included in the resource. All eight parts are available from EE-Oz Training Standards.

Model Orientation Program Teacher/Student Workbook

An additional generic module workbook resource has now been produced for teachers/trainers and students who are for the first time delivering or undertaking the Course. It assists in orientating them in terms of the depth & breadth expected of the course. Included is the facility for incorporating relevant College/Skill Centre orientation information and policies.

The Workbook can be used by Colleges/Skill Centres as a basis for preparing their own Orientation Module. Whilst the workbook can been downloaded respective Attachments (A-G) will need to be prepared/obtained by the College/Skill Centre. These include the following:

A – EE-Oz Training Model*;
B – Certificate III in Electrotechnology Systems Electrician Structure*;
C – Weekly Job Diary Record Sheet*;
D – CIII Electrotechnology Systems Electrician Module Flow Chart*;
E – Sample Training Plan**;
F – Application for Make-Up Test*;
G – College/Skill Centre Map**.

* Available from EE-Oz Training Standards
** Provided by College/Skill Centre

Learner/Trainee Workbook - Workplace Experience Gathering (Induction) Manual

Also available is a Learner/Trainee Workbook - Workplace Experience Gathering (Induction) Manual that can be provided to students/learners at their induction. It covers a range of workplace evidence capturing subjects, including the Systems Electrician qualification structure, units of competency, the importance and requirements of workplace evidence, types of workplace evidence gathering techniques, log books, electronic profiling, RCC/RPL, workplace evidence monitoring and reporting, portfolios, workplace assessment, and much more. This is a great student workbook. A full copy can be downloaded as required from below.

A CD-Rom of all Certificate III in Electrotechnology System Electrician components can be obtained from EE-Oz Training Standards.
