Inclusion of DTV in NETP


The introduction of Digital Television Broadcasting into Australia in January 2001 heralded a new technology in Television transmission, reception, and products. It was recognised that existing/new service/installation persons would quickly need the necessary knowledge and skills to meet the growth in the new technology.


As a result EE-Oz Training Standards embarked on a project to include of Digital Television (DTV) outcomes in the National Electrotechnology Training Package. This was achieved when ANTA’s National Training Quality Council (NTQC) endorsed such in December 2002. This inclusion recognises the rapidly developing and expanding digital television broadcast sector of the Electrotechnology Industry


The project to include DTV arose from representation from the peak national Industry body - Digital Broadcasting Australia Limited (DBA), Mr Peter Webb advancing the need for the inclusion of DTV skills and training standards in Australia. EE-Oz Training Standards subsequently commissioned Cammatech Pty Ltd to research issues related to digital television broadcast requirements and, recommend appropriate enhancements for inclusion in the National Electrotechnology Training Package. The research and project development was undertaken under the auspices of a National Steering Group (NSG) comprised of key Industry representatives/ practitioners and, Registered Training Organisations (RTOs). The outcomes were validated by nationwide workshops facilitated by kindred ElectroComms and EnergyUtilities State/Territory ITABs.

The project resulted in the following outcomes:

 

1. Qualifications


Identified enhancements needed to five existing qualifications at Certificate II, III and IV:
 

Certificate II in Electrotechnology – Servicing
Certificate III in Electrotechnology – Communications
Certificate III in Electrotechnology – Entertainment and Servicing
Certificate IV in Electrotechnology – Communications
Certificate IV in Electrotechnology – Entertainment and Servicing

 

2. Units of Competency


Identified, re/development and validation needed for the inclusion of three units of competency in the National Electrotechnology Training Package. The units of competency are:
 

UTE NES120A Install Consumer Video Systems (NEW)

UTE NES 206A Maintain and repair apparatus and associated circuits (AMENDED)

UTE NES220A Maintain and repair digital television (NEW)

Importantly, the units of competency augment issues related to Language, Literacy, and Numeracy requirements, as well as Access and Equity obligations and, the various regulatory requirements pertaining to the National Electrotechnology industry.

The effect is high quality Digital Television skill standards and, resultant training program(s). Additional research is, however, needed in regard to some of the fuller extend of underpinning essential knowledge and associated skills for the relevant qualifications and, this is to be addressed as part of the current full Review of the Electrotechnology Training Package.

The key issue at this point in time is to encourage Registered Training Organisations (RTOs) interested in the provision of training for the digital television broadcast industry, to increase their teacher skills and upgrade their resources to cater for the anticipated student demand.

Certificate II Electrotechnology – Servicing (UTE 205 99)
A new Optional Unit under the Specialisation of Antennae - UTE NES120A Install Consumer Video Systems
 

Certificate III Electrotechnology – Communications (UTE 304 99)
Addition to an existing core Unit under the Specialisation of Communication Broadcast – NES206A Maintain and Repair Apparatus and Associated Circuits
 

Certificate III Electrotechnology – Entertainment and Servicing (UTE 307 99)
Addition to an existing core Unit under the Specialisation of Entertainment - Video - UTE NES206A Maintain and Repair Apparatus and Associated Circuits
 

Certificate IV Electrotechnology – Communication (UTE 403 99)
A new Optional Unit under the Specialisation of Broadcast - UTE NES220A Maintain and Repair Digital Televisions
 

Certificate IV Electrotechnology – Entertainment and Servicing (UTE 406 99)
A new Optional Unit under the Specialisation of Television - UTE NES220A Maintain and Repair Digital Televisions

 

Learning Strategies


A range of learning strategies has been produced to support the development of training and assessment resources. These include Knowledge and Skills Modules (K&SMs) and Work Performance Modules (WPMs). The respective K&SMs have been included under the sub-section titled NUE Modules of the Electrotech section of the EE-Oz Training Standards website.
 

Two developed Work Performance Modules are included as PDFs under the sub-section titled NEWP Modules of Electrotech.
